Rent Supplement Program

The Rent Supplement Program is one of a variety of  programs that are administered by Housing Services in order to provide affordable housing to low income families and individuals in Niagara.  Under this program, rent is subsidized in privately owned buildings through an agreement with Housing Services.

Rent Supplement tenants are selected from the waiting list that is managed by Housing Services to ensure fairness in wait times.  Tenants who move into rent supplement units sign a standard lease with the landlord of the private building, so the normal landlord-tenant relationship exists. The landlord collects rent, maintains the building and provides the same services and repairs that exists with all other tenants in the building.

Tenants in the Rent Supplement program pay a rent that is based on their income. Housing Services supplements the tenant’s rent by paying the landlord the difference between the rent paid by the tenant and the full market rent for the unit. Each year, Housing Services reviews the rents charged by the landlords to ensure that they fairly reflect the market rents in the area.

On average, there are more than 700 Rent Supplement units under administration in the region of Niagara.
